A Whiff of Naples Arrive in Hamburg

This is a New York Times story on excess trash in Naples that is being sent by train - 39,000 tons a day - to Hamburg for incineration. Hamburg has an aggressive recycling and collection program. Residents are charged a disposal tax based on the size of their trash bin. I'm sure that tax generate quite a bit of buy-in from the city's residents and the city produces less waste now than they did 10 years ago! I wonder if it would work here in the good ole USA?
